[The Japan-IMF] Scholarship Program for Asia (JISPA)

Overview
The Japan-IMF Scholarship Program for Asia (JISPA) was first introduced in 1993. It is funded by the Government of Japan, administered by the International Monetary Fund (IMF), and conducted at various graduate schools in Japan. Its objective is to contribute to institutional capacity building in economic policymaking to promote the sustainable growth of emerging and developing economies in Asia and the Pacific. By training future macroeconomic managers in these countries, the JISPA aims to enable them to better formulate sound economic and financial stability policies needed for sustainable growth and development.
The JISPA targets highly motivated government officials who may serve as future macroeconomic policy makers with the capacity and vision to contribute effectively to the economic development of their countries. Scholarship awards are made on the basis of the candidate’s academic record and work background, mathematical and statistics skills, English language proficiency, and potential for contributing to the macroeconomic and financial management and economic development of their country. The assessment also includes qualities such as the candidate’s commitment to public service, willingness to learn, and openness to new ideas.

Currently, the JISPA is open to qualified candidates from the following countries:
Bangladesh, Bhutan, Cambodia, China, India, Indonesia, Kazakhstan, Kyrgyz Republic, Lao P.D.R., Malaysia, Maldives, Mongolia, Myanmar, Nepal, Pacific Island Countries, Papua New Guinea, Philippines, Sri Lanka, Tajikistan, Thailand, Timor-Leste, Turkmenistan, Uzbekistan, and Vietnam.

The partnership universities are:
• National Graduate Institute for Policy Studies (GRIPS): one-year and two-year programs
• Hitotsubashi University: two-year program
• International University of Japan (IUJ): two-year program
• University of Tokyo (UT): two-year program

All subjects, including the thesis component, are taught entirely in English.

The universities offer subjects that cover essential elements that will allow scholars to enter the macroeconomic policy dialogue at an international level. All of the universities have a strong macroeconomic oriented focus on:
(1) macroeconomic policy formulation;
(2) central banking and monetary policy;
(3) financial markets and institutions.

They also offer various optional subjects that will allow scholars to pursue their particular interests, relevant to the topic of their master’s thesis or policy research paper.

Scholarship
The scholarship covers tuition-related costs and most living expenses for the scholar herself/himself. Officials who receive the JISPA scholarship cannot accept other scholarships. Scholars are expected to devote full time to their studies while in Japan.

Target Candidates
Candidates should also currently work for employment from one of the following or related government agencies: central bank, ministry of economy, ministry of finance, ministry of planning/development, ministry of trade/commerce, tax administration, national statistics bureau, or financial regulatory agencies. The program will also consider officials working in other areas of government that have a significant impact on the formulation or implementation of macroeconomic policy.
Candidates must have a Bachelor’s degree or an equivalent with at least 16 years of formal education. Names of schools and attending dates beginning from primary school must be listed in the application. In some cases, 15 years of formal education may be accepted if there is an official explanation (a country’s particular educational system or other exceptional circumstances).

Applicants must have an English language proficiency, which needs to be demonstrated as equivalent to or more than an official TOEFL score of 550, CBT213, or iBT79-80. If TOEFL scores are not available, then an overall IELTS score of at least 6.0 can be substituted.

Application procedures
For both the partnership and open track, eligible candidates should submit the following:
1. Completed application form (preferably typed). The applicant for the partnership track is requested to apply through the online application system which is available on the IMF Regional Office for Asia and the Pacific website at http://www.imf.org/external/oap/schol.htm
2. Official transcripts and official copies of diplomas or degree certificates from all undergraduate and graduate schools. An official copy means a certified copy of the original document with an official seal obtained from the administration office of the university attended. Copies attested by organizations/ persons not having notarized/legal bearing will not be accepted.
3. Two reference letters: References should be from applicants’ supervisor at work and/or an academic advisor or professor.
4. TOEFL/IELTS certificate (if available): The TOEFL/IELTS test score must be from an examination taken after December 10, 2008. If a score is unavailable, the applicant will be requested to sit for a TOEFL/IELTS examination prior to receiving a final decision on the scholarship award. For the open track only, eligible candidates should also submit the following:
5. Admission letter or enrollment certificate of the University of Choice (open track applicants only): Applicants for partnership track are not requested.

All submitted application material must be presented in English or be accompanied by an official English translation. The material will be considered under the control of the IMF and provided to the relevant school(s) and the Government of Japan as it sees appropriate. None of the material will be returned to applicants.

The application deadline for the partnership track is December 10, 2010

PhD Grants at Ruhr University of Bochum, Germany

Scope of the programme
Promotion of early stage researchers by awarding grants to highly qualified doctoral candidates realising an ambitious and innovative research project in one of the research areas of Ruhr-Universität Bochum. We also encourage all doctoral candidates to apply for a grant with an interdisciplinary research project. The call is open for candidates from every scientific discipline and nationality intending to realise their research project at the Ruhr-Universität Bochum (you have to submit your doctoral thesis at Ruhr-Universität Bochum).

The application must be completed by the confirmation of a first supervisor at RUB – please build up contacts to one of the scientists at RUB and ask for supervision. You know best about your scientific main focus and in which special research field you want to obtain your doctorate. So please act independently: identify and contact a potential supervisor for your research project at an early stage of your application on your own.

Guidelines
Start of Funding
The earliest start of funding will be March 1st, 2011 .

Target Group
Graduates of all disciplines with a university degree qualifying for doctoral studies.

Requirements
•we expect your research project to make an important contribution to the corresponding research field (please outline this in a research exposé of 5 pages)
•clearly above average university degree
•uninterrupted studies (in case your total study period took more than 13 semester/ 6,5 years please explain in the application form)
•the start of your doctoral research project should not extend a period of time of 12 months with reference to the application deadline; we concede reasonable exceptions – please explain in the application form
•the university degree qualifying for doctoral studies has to be submitted at the latest until November 10, 2010 before the applications will be given to the faculties for further survey and expertise (Bachelor degree in case of fast track procedure plus information about grades already obtained in the master studies)
•candidates who have to fulfil additional requirements are also allowed to apply for a grant (first supervisor is responsible for compatibility between fulfilment of requirements and successful doctorate)
•candidates with a Bachelor degree involved in the fast track procedure are also allowed to apply for a grant; the official admission to doctoral studies from the faculty has to be submitted before the funding will start
•if you are already accepted as doctoral candidate by one of the faculties of Ruhr-University Bochum please enclose the official letter of acceptance from the faculty to your application
•if you are not accepted as doctoral candidate in one of the faculties of Ruhr-University Bochum we need a confirmation of the faculty that you will be accepted for doctoral studies in case of funding (from the faculty you will realise your research project) when you are invited to the second stage of the admission process

Application
The application form "Grant-Programme" of the Research School has to be used for application. The application form and the corresponding notes for guidance will help you through the application process. The notes for guidance also list all documents you have to submit together with the application form.

Admission process and decision (2 stage process)
•a signed hardcopy of the application form with 2 letters of reference and all necessary documents have to be sent to the Central Coordination Office until October 31, 2010
•on the basis of the application the faculties and rapporteurs will suggest a preliminary ranking of the candidates
•on the basis of this preliminary ranking the Executive Board will invite the best candidates (January 2011) for a research colloquium
•research colloquium and the ensuing choice and recommendation by the rapporteurs will take place on February 7, 2011
•the final decision of the Executive Board will be made on February 9, 2011

Type of funding and amount

The grant amounts to 1.000,- Euro per month, children`s allowance amounts to 100,- Euro per month in addition.

Period of funding and of approval

Max. 36 months of funding are provided, whereas the period of first approval comprises 12 months. We offer 2 times for prolongation – each comprising 12 months - after having reviewed the progress reports.

Interruption

In case of illness the grant will be paid for further 6 weeks. In case of pregnancy the grant payment will be intermitted for a time period of 14 weeks (6 weeks before and 8 weeks after childbirth). The approval may be extended for this period of time respectively.

Secondary employment

During the funding period a short-time work of max. 6 hours per week is allowed

Duties of the grantee
•participation in the structured doctoral training programme of the Research School, follow the Individual Training and Supervision Plan of the Research School, take actively part in the Research School
•communicate immediately all important changes of the personal conditions as well as interruptions, changes or abandonment of the research project
•adequate use of the grant

The PhD Programme in Science and Management of Climate Change was established in 2007, through an agreement between the Universita' Foscari in Venice (Unive) and the Euro-Mediterranean Centre for Climate Change (CMCC), a consortium comprising several Italian public and private Research institutions.
Unive and CMCC joined their efforts to launch a joint PhD Programme in order to provide the job market with experts with a broad, in-depth, scientific and socio-economic background, as well as with a sound and innovative research experience focusing on the dynamics of climate change and the methodologies and techniques for evaluation and management, in terms of mitigation and adaptation measures and policies.
The Programme is organised in two Streams:
  • Dynamic Climatology, at CMCC in Bologna
  • Climate change impact and management, at the Department of Economics of the University Ca’ Foscari in Venice

In order to apply, students are required to hold an Italian “laurea magistrale/specialistica” or an university degree equivalent of a MSc. Foreign applicants shall provide full documentation of their university studies, including course profiles. Knowledge of the English language is a necessary prerequisite, since all the courses will be given in English.Applicants will be required to submit a research proposal, together with the CV and any other relevant documents, including university certificates, academic transcript of courses, certificate of English language proficiency, publications, presentation/reference letters.An interview, which may be held telephonically or via internet, may be organised for those candidates whose research projects the commission intends to consider.
